Procurement Methods
Category B - Small Professional Service Procurement procedures may be used for services with a total fee, including reimbursables, less than $50,000.
- At least once a year, the VCCS will advertise a Request for Qualifications (RFQ) from A/Es interested in providing services to the VCCS on small projects where the fee will be less than $50,000.
- A/Es registered with eVA will receive notification of any advertised RFQs.
- All vendors who desire to conduct business with the Commonwealth of Virginia shall participate in the eVA Electronic Procurement Solution.
- A/E's response to RFQ shall include a letter of interest and the Statement of Qualifications (Forms AE-1 through AE-6) emphasizing their qualifications for the type of small projects in which they seek to be considered.
- Statements of Qualifications (Forms AE-1 through AE-6) and RFQ responses will be accepted at any time to allow new firms to be considered for work and to allow A/Es the opportunity to update their qualifications to show current information.
- Firms are encouraged to update their qualification forms as needed to disclose current information.
- The VCCS maintains a listing of responding A/Es categorized by discipline and files RFQ responses for use in selecting A/Es for interview.
- When the VCCS desires to select an A/E by Category B procedures, the VCCS will:
- Identify no less than three A/Es, which appear to be qualified and suitable to render the required services, for interviews.
- Rank order A/Es and negotiate fee for service using competitive negotiation procedures.
